EMPIRICAL PROPOSAL
NEW ARGUMENTS AGAINST US IMMIGRATION POLICIES TOWARD HAITIAN
REFUGEES
ANTECEDENT:
The old arguments made by various
US-based Haitian organization are as follows
Cuban refugees are given political asylum
while the Haitian refugees are turned back.
Haitians are fleeing their homeland
because of political persecutions.
Haiti has been ravaged by tropical storms
and needs time to recover.
Undocumented Haitian refugees contribute
to the US economy.
The Haitian Diaspora needs time to improve
the situation in Haiti therefore TPS is needed
The US Immigration counter-arguments are as
follows:
Haiti is not ruled by a communist regime.
Haitians are fleeing their homeland
primarily because of a stagnant economy marked by extremely low GDP over the past 200
years or so; not political persecutions.
Although true, the USA bears no
responsibility for the wrath of nature. Besides, the US provides assistance and relief to
victims of tropical storm ravaged Haiti.
The Haitian case is not special; all
undocumented immigrants contribute somehow to the US economy. In addition, the US
immigration believes that most Haitian refugees to be low skill workers. The Haitian
Diaspora does not seem to have a concise and sustainable plan to improve Haitis
economy. In fact, it never did.
The old arguments, although still being
made by some Haitian groups, were never strong or convincing arguments to begin with. One
reason being that the Haitian opponents of US immigration policies never quite effectively
in their arguments make the connection between Haitis century-old economic
stagnation and Haitis notorious habits of political persecutions.
CURRENT
The new argument is simple: Haitians seek gratitude from America through
favorable immigration policies toward current and future Haitian refugees.

In September 1779, black and mulatto volunteer soldiers from Haiti, then French
colony of Saint-Domingue, fought at Savannah Georgia against the British forces in support
of the American Revolution.
Haitis Toussaint Louverture maintained the most cordial relationship with American
General Consul to Santo Domingo Dr. Edward Stevens (1799-1801) based on mutual respect and
cooperation.
Entente cordiale between US president John Adams and Haitis revolutionary leader
Toussaint Louverture: Toussaint halted French privateering (legalized piracy) from St.
Domingue against American ships. US ships in return honored Toussaints
laissez-passer.
The West Indian trade, particularly the one with Frances richest colony
Saint-Domingue, was very lucrative for America and provided the new US government with
significant custom revenues. 1770s 1810s...
North America could have been a whole different story if it was not for the determination
of the Haitians in 1802-1803. Indeed, the Haitians fought bravely the Napoleon
Bonapartes expeditionary forces sent to re-enslave the Haitians in 1802. By November
18th 1803, the Haitian revolutionary army succeeded in expelling the remnants of the
French expeditionary forces to finally gain their independence. Consequently, Napoleon
Bonapartes France abandoned its secret plans to conquer America through French owned
Louisiana territory using Saint-Domingue as launch base.
Haitis President Jean-Pierre Boyers manifested magnanimity toward America
particularly black America and interested himself as early as 1822 in facilitating the
emigration of free American blacks to Haiti at Haitis expenses. Indeed, in May 1824
Jonathas Granville, Boyers agent, arrived in Philadelphia along with fifty thousand
pounds of coffee, while funds were already deposited in New York for the American
Colonization Society.
During the American civil war, Union warships were allowed to anchor and re-supply at
Haitian seaports; Haiti was the only country other than Danish St. Thomas where Union
ships were welcome.
Haitis president Fabre Nicolas Geffrard also arranged for over 2000 free American
Blacks to settle in Haiti in the year 1861 at Habitation Drouillard at Haitis
expenses consequently helping out US President Lincoln who always argued blacks and whites
can never get along in America.
The Haitian parliament in 1870 named a street in Honor of the great American senator from
the state of Massachusetts: Charles Sumner.
In 1918, during the US occupation of Haiti, Haitis National Bank became a wholly
subsidiary of the National City Bank of New York; Haitis National Bank was very
profitable for the National City Bank of New York even during the US Great Depression and
several subsequent years.
Haitis declared war on Germany on July 12th 1918 and on all Axes powers on December
8th 1941 in support and cooperation with the United States of America.
In 1962, Haitis vote helped America achieved her goal of expelling Cuba from the
Organization of American States

citizen, urge you to consider the bond that exists between the Haitian people and the
American people in deciding future US Policies on Immigration.

The US Homeland Security / US Immigration issued over three months ago an 'order of
removal' to over 30000 undocumented Haitian Immigrants. In other words, 30000 Haitian
Immigrants who have filed various immigration forms for status adjustments are cited to be
deported. Why are the Haitian Immigrants being targeted can be anybody's guess?
We are appealing to the magnanimity of the
American people in supporting a path to US citizenship to law bidding undocumented Haitian
Immigrants by making the argument stated above.
